From his perch high up on City Hall, Billy Penn has seen some epic basketball throughout his city.  I imagine he's picked up a few things from the countless players he's seen through the last 130+ years he's been up there.  I like to imagine the Quaker as ruthless in the paint.  If the City of Brotherly Love had a logo for Basketball, this would be it.
